In this article, we propose the Fair Priority Model for COVID-19 vaccine distribution, and emphasize three fundamental values we believe should be considered when distributing a COVID-19 vaccine among countries: Benefiting people and limiting harm, prioritizing the disadvantaged, and equal moral concern for all individuals. The Priority Model addresses these values by focusing on mitigating three types of harms caused by COVID-19: death and permanent organ damage, indirect health consequences, such as health care system strain and stress, as well as (...) economic destruction. It proposes proceeding in three phases: the first addresses premature death, the second long-term health issues and economic harms, and the third aims to contain viral transmission fully and restore pre-pandemic activity. -/- To those who may deem an ethical framework irrelevant because of the belief that many countries will pursue "vaccine nationalism," we argue such a framework still has broad relevance. Reasonable national partiality would permit countries to focus on vaccine distribution within their borders up until the rate of transmission is below 1, at which point there would not be sufficient vaccine-preventable harm to justify retaining a vaccine. When a government reaches the limit of national partiality, it should release vaccines for other countries. -/- We also argue against two other recent proposals. Distributing a vaccine proportional to a country's population mistakenly assumes that equality requires treating differently situated countries identically. Prioritizing countries according to the number of front-line health care workers, the proportion of the population over 65, and the number of people with comorbidities within each country may exacerbate disadvantage and end up giving the vaccine in large part to wealthy nations. A third volume will be devoted to the philosophy of science proper: the metaphysics and epistemology presupposed by the method, its logical structure, and the ethical implications of its results. In elite sport, the advantages demonstrated by expert performers over novices are sometimes due in part to their superior physical fitness or to their greater technical precision in executing specialist motor skills. However at the very highest levels, all competitors typically share extraordinary physical capacities and have supremely well-honed techniques. Among the extra factors which can differentiate between the best performers, psychological skills are paramount. These range from the capacities to cope under pressure and to bounce back from setbacks, to (...) the knowledge of themselves, opponents, and the domain, which experts access and apply in performance. In the companion chapter on breadth and depth of knowledge in expert sport (see Chapter 11), we discussed the forms or kinds of knowledge deployed by elite athletes, and described some lines of research which seek to tap and study such expert knowledge (McPherson & MacMahon, 2008; McRobert, Ward, Eccles & Williams, 2011). In this chapter we focus more directly on questions about methods for measuring or more accurately assessing expert knowledge, in particular addressing a wider range of methods to help us understand what experts know. Suggesting that sport researchers can productively adopt and adapt existing qualitative methodologies for integration with more standard quantitative methods, we introduce and survey a number of areas of qualitative research in psychology. We give in this paper a sufficient condition, cast in semantic terms, for Hallden-completeness in normal modal logics, a modal logic being said to be Hallden-complete (or Ήallden-reasonable') just in case for any disjunctive formula provable in the logic, where the disjuncts have no propositional variables in common, one or other of those disjuncts is provable in the logic.

The first main result isolates some conditions which fail for the class of graphs and hold for the class of Abelian p-groups, the class of Abelian torsion groups, and the special class of "rank-homogeneous" trees. We consider these conditions as a possible definition of what it means for a class of structures to have "Ulm type". The result says that there can be no Turing computable embedding of a class not of Ulm type into one of Ulm type. We apply (...) this result to show that there is no Turing computable embedding of the class of graphs into the class of "rank-homogeneous" trees. The second main result says that there is a Turing computable embedding of the class of rank-homogeneous trees into the class of torsion-free Abelian groups. The third main result says that there is a "rank-preserving" Turing computable embedding of the class of rank-homogeneous trees into the class of Boolean algebras. Using this result, we show that there is a computable Boolean algebra of Scott rank ${\mathrm{\omega }}_{1}^{\mathrm{C}\mathrm{K}}$. (shrink)

Two notions from philosophical logic and linguistics are brought together and applied to the psychological study of defeasible conditional reasoning. The distinction between disabling conditions and alternative causes is shown to be a special case of Pollock's (1987) distinction between ‘rebutting' and ‘undercutting' defeaters. ‘Inferential' conditionals are shown to come in two types, one that is sensitive to rebutters, the other to undercutters. It is thus predicted and demonstrated in two experiments that the type of inferential conditional used as the (...) major premise of conditional arguments can reverse the heretofore classic, distinctive effects of defeaters. Towards the end of the eighth century CE there occurred a debate over the future direction of Buddhism in Tibet. It pitted an Indian side, with their Tibetan sympathizers, against a Chinese side, with their Tibetan and perhaps even some Indian sympathizers too. The philosophy of Kamalaśīla, the leader of the Indian side, of meditation and yogic perception concords by and large with mainstream Indo‐Tibetan Buddhist theoretical accounts. The exchange between Kamalaśīla and Heshang, the Chinese leader, was heatedly polemical. Details (...) of the debate and its historical context are found in the classic work of the Sinologist Paul Demiéville, Le Concile de Lhasa. The debate is in part about the efficacy of various types of meditation, but, more broadly, it is about the respective worth of analysis and meditation as approaches to knowledge and enlightenment. The debate, as the chapter shows, is fundamentally about epistemological issues, problems of knowledge. (shrink)

In prevention and health promotion interventions, screening methods and risk profile assessments are often used as tools for establishing the interventions’ effectiveness, for the selection and determination of the health status of participants. The role these instruments fulfil in the creation of effectiveness and the effects these instruments have themselves remain unexplored. In this paper, we have analysed the role screening methods and risk profile assessments fulfil as part of prevention and health promotion programmes in the selection, enrolment and participation (...) of participants. Our analysis showed, that screening methods and health risk assessments create effects as they objectify health risks and/or the health status of individuals, i.e., they select the individuals ‘at risk’ and indicate the lifestyle modifications these people are required to make in order to improve their health. Yet, these instruments also reduce the group of participants thereby decreasing the possible effect of interventions, as they provide the legitimisation for people to make choices to whether they enrol or not and what lifestyle changes they incorporate into their lives. In other words, they present a space of interaction, in which agency is distributed across the practice nurses, the participants and the instruments. Decisions were not just made upon the projection of the outcomes of these instruments; decisions that were made by both the patients and practice nurses were the resultant of their opinions on these outcomes that were formed in interaction with the instruments. A novel conceptual framework is introduced for the Complexity Levels Theory in a Categorical Ontology of Space and Time. This conceptual and formal construction is intended for ontological studies of Emergent Biosystems, Super-complex Dynamics, Evolution and Human Consciousness. A claim is defended concerning the universal representation of an item’s essence in categorical terms. As an essential example, relational structures of living organisms are well represented by applying the important categorical concept of natural transformations to biomolecular reactions and relational structures that (...) emerge from the latter in living systems. Thus, several relational theories of living systems can be represented by natural transformations of organismic, relational structures. The ascent of man and other living organisms through adaptation, is viewed in novel categorical terms, such as variable biogroupoid representations of evolving species. Such precise but flexible evolutionary concepts will allow the further development of the unifying theme of local-to-global approaches to highly complex systems in order to represent novel patterns of relations that emerge in super- and ultra-complex systems in terms of compositions of local procedures. Solutions to such local-to-global problems in highly complex systems with ‘broken symmetry’ might be possible to be reached with the help of higher homotopy theorems in algebraic topology such as the generalized van Kampen theorems (HHvKT). Categories of many-valued, Łukasiewicz-Moisil (LM) logic algebras provide useful concepts for representing the intrinsic dynamic ‘asymmetry’ of genetic networks in organismic development and evolution, as well as to derive novel results for (non-commutative) Quantum Logics. Furthermore, as recently pointed out by Baianu and Poli (Theory and applications of ontology, vol 1. Springer, Berlin, in press), LM-logic algebras may also provide the appropriate framework for future developments of the ontological theory of levels with its complex/entangled/intertwined ramifications in psychology, sociology and ecology. As shown in the preceding two papers in this issue, a paradigm shift towards non-commutative, or non-Abelian, theories of highly complex dynamics—which is presently unfolding in physics, mathematics, life and cognitive sciences—may be implemented through realizations of higher dimensional algebras in neurosciences and psychology, as well as in human genomics, bioinformatics and interactomics. ‘Hoplites are troops who take their name from their shields’. ‘The individual infantryman took his name, hoplites, from the hoplon or shield’. Such is the orthodox view. This paper will endeavour to show that its basis is inadequate. Rather, we shall argue, hoplites took their name from their arms and armour as a whole, their hopla in that all-encompassing sense; so that the original and essential meaning of the word hoplite was nothing more than ‘armed man’.

In response to a suggestion in the Class. Rev. , the two MSS. of the Liber Glossarum preserved at Tours have recently been examined. Since they had not been seen by Goetz when he published his excerpts, the following short descriptions may be added to the introduction of Vol. V. of the Corpus Glossariorum Latinorum: 1. Tours, Bibliothèque de Ville, MS. No. 850; end of the ninth century; foll. 493, of which 1, 491, 492 are mere corners; cmm. 49 by (...) 29. The last item is an Isidore gloss, Zatenen.-gemmam. Gaps due to loss of folia occur between Abiectus and Abdolet; Dextera manus and Dialogus; Faber and Impulitum; Res diuinae and Samsacus. There are no corrections except between folia 197 and 300, where a thirteenth-century hand has checked the MS. by means of another copy of the Lib. Gloss. The items are drawn up in two columns, and the alphabetical arrangement agrees for the most part with that of Vat. Pal. lat. 1773. Marginal indications of the sources of the items are numerous except between Profanum and Remeantes; where two or three neighbouring items come from the same source, the marginal mark is repeated; and towards the end of the MS., where the scribe takes to writing two items in the same line, the indication is also carefully transferred. This is important in view of Goetz' theory that the source of an unlabelled item is that given by the last preceding label. (shrink)
